Reservation Blues

I had a dream recently – well probably more of a nightmare. I dreamt that 25 years from now, my son (let’s call him Junior for now) had given his high school exams and topped his school. (talk about great expectations even in dreams!)
Now he wanted to apply to a medical college to get an MBBS….and this was the conversation we had:

Me : Well done, my lad! So how many seats do we have for this course in your desired college?
Junior : Umm about 10 but I guess I’ll just about manage….

Me : Hmmm hold your horses for now! Let’s do some simple calculations first. It seems there are lots of other brilliant and deserving candidates vying for those coveted seats! Ah do you remember your schoolmates Bubloo and Dubloo? Yea those same fine prodigies of 3 generations of IAS officers, who even though they failed each year, your school principal had the privilege to forcefully promote to the next class for the greater benefit of mankind. (Son of an IAS destined to be an IAS you see!)
Ah, so what if they scored only 10% marks in the entrance exam, our law says that 2 of those 10 seats should definitely go to the Scheduled Castes, which their certificates rightly identify them as, and hence as deserving as anyone can be! (Not to mention once they complete their MBBS, they’d be fine deserving candidates for IAS too!)

Now how can you forget that bright child Abracadabra – whose dad is a surgeon and who has a certificate claiming his ancestors jhingalala’d in the jungles of Andamans. Surely we can oversee a minor issue like him not writing the exam….well at least he filled the form! Since as per our constitution 1 seat has to go to a member of a Scheduled Tribe.

And in May 2006, the then honorable government passed a bill that ensured a seat for Other Backward Castes(OBC) too. Of course, Tommy fits that bill, and it doesn’t matter that his school uniform was designed by Donatella Versace, according to his certificate he’s still backward!

The 5th seat of course has to be given to the highly athletic and competitive Milk-Kha Singh, who represented our country in the World kabaddi championship and got us a gold medal. Err so what if there was just 1 team participating, he surely deserves that 1 seat for Sports quota.

Another seat, my child, is undoubtedly deserved by your Italian Indian friend Rah-Hool Gandhi, whose surname is sufficient proof that his great grand daddy must’ve fought in our freedom struggle, enabling him to be eligible for the freedom fighter quota.

And how can we be so cruel as to deny the claim for the 7th seat by your schoolmate Free-thick Roshan – whose disformity of having 2 thumbs on a hand is indisputable proof of his crippling handicap – hence the rightful candidate for the Handicapped persons’ quota.

Darn, the 8th seat would have to be given to Arj – June singh, whose daddy is a professor in that college, putting him up for the management quota.

Of course no one dare deny admission to your friend Lux-Me Mittal, considering his dad is a rich NRI businessman and more than willing to shell out a lakh pounds for that NRI quota seat.

Whoa, there’s still 1 seat left! Go get it Tiger.

Junior : I just called up and they said that it’s been taken up under the “No Reservation” reservation.
Me : Uff, how did we forget to get this certificate made ! Don’t worry my child….better luck next time!

P.S. - I’m sorry if I’ve offended anyone but I’m really taken aback by this reservation issue right now. For those who are not in touch with the latest news here our government is going forward to pass a bill that would reserve 50% of seats in top educational institutes for people based solely on their castes.(irrespective of their scores in the entrance exams)
It’s common knowledge that India is one of the most competitive countries in the world when it comes to education, and the cut-off percentages for the premier institutes keep getting higher each year. Imagine the plight of students like those in the medical profession, where lakhs of people appear for exams each year for sometimes as few as 10-15 seats, and what would happen to their morale when they would see some people walk off with more than half those seats just because they belong to a certain “caste”, and irrespective of their scores.
Nobody denies that the caste system has been a bane of the Indian society, but surely this would be the worst possible way to try to “uplift” the downtrodden, since majority of these seats are enjoyed by children of SC/ST’s who’re already enjoying the spoils of reservation by being in the highest of public sector jobs, leaving the rest in a status quo.
Even when reservations were started by B.R Ambedkar after our independence, he had asked for them to continue only for 10 years. Still they have been continuing for more than 60 years after our independence, primarily due to the votebank politics being played by each major political party which is trying to appease the voting population belonging to these particular castes, and in the process only further deepening the caste divide in this country.
A sensible approach would’ve been giving scholarships, fee-waivers and study material to the deserving candidates in these classes, yet the government wants to take the easy way of total appeasement out.

As if this wasn’t enough, peacefully protesting medical students in Mumbai were brutally lathi-charged by the police as if they were gangsters, reminding one of a similar scene in the recent RDB, and this has further flared up the protests in the student community all across India.

Well if vote bank politics is what a democracy is all about, then perhaps an autocracy might suit us better.

(Thank God at least The DaVinci Code is finally getting released here next week .... with a disclaimer and an A certificate)

That was a great take on Reservations! Reservations will not uplift the SC/ST/OBC, but it will just bring more of inequality!

I can't want to see The DaVinci Code.. Sunday, maybe! :P

Hey,
I completely agree with u!
This is sheer crap!!
And the sad part is they'r playing ard with a profession like medical...which ivolves saving lives!
a software engineer probably can still afford to screw a few programs coz hes not talented enugh!--But how can we afford to have incapable doctors who may end up screwing up our life and health!

Hey rebel!
the post is super! it is one of those which makes you wonder whether you shud laugh at the humor or fret over the irony. isn't it an irony? th brain drain issue is supposed to be a problem already, and some sickos go ahead and reserve half the seats in the premier institutes of india, which are also the pride of the country for some particular group of 'underpriviledged' people. why does the indian government work on extremes? they're making the underpriviledged people overpriviledged to make up for discrimination which is also done by these politicians. i personally do not know people who divide people on the basis of the category they fall under. and i also believe that this is a very stupid way of uplifting them coz, instead of treating them like on of their own (which is what students do at the moment), the enraged students would outcast them because their peice of cake is going to these people! and besides india is definitely making a fool of itself in the eyes of the world! indians are known to be very capable and intelligent people... but when it doesnt take anything except a particular certificate classifying them as sc/st/obc; which can be obtained for a measly 500 bucks, what would be the standard of the iit/iim/aiims pass outs?? support these people financially, give them free coaching in good coaching classes, and if they make it into premier institutes, give them scholarships... what rubbish is this that you just pave the way for them by pushing aside the deserving and meritorious candidates? and increasing the number of seats is another load of crap! actually, by doing this they're forcing the students to discriminate against these people. what rubbish!! it is truly outrageous, and i want to go on and on and on, but i guess i shud stop here. and i think arjun singh should be shot!

very nice post

Regards,
Devil's own

p.s. yeah, i'm so relieved they are not editing da vinci code, indians can raise a hullabaloo for just about everything! discriminating against minorities by screening the fiml was what they said, hahaha. anyways, adios!

Hello there missy ... :)
Thank u.... and yes that's true.... it's further deepening the crisis.
You can't want or wait to c it? :p
Hehe it's releasing next Friday now... so you've to wait another week!

Keshi ->
Thank u Keshi.....
Yes u have to believe such stupid beliefs still exist. Well if u talk of biased and prejudiced systems....the entire south asian sub-continent wud be a candidate....but even their our countries top!

Anand ->
Hello Anand....thanks man.... our entire generation shud protest against this stupidity.
Yes i agree if v screw up software systems it mite just have an adverse financial effect.... but doctors are working with ppl's lives!
Nevertheless it shudn't be increased for ANY course.... merit shud be the sole criteria.

Devil's Own ->
Thank u Devil. :) Yup this falls in the category of dark humour i guess.
It truly is ironical tht ppl who study there a$$es off for the whole year shud suffer while random ppl get thru to the premier institutes.... i wonder how the MNC's wud view the outcome of such a scenario then... they mite as well run away since no-one in the world(except us) cares for wht cast/creed an employee is, all tht matters is their efficiency.
Yes this kind of move is definitely going to create a "caste-consciousness" in the otherwise balancing society, causing further bitterness in these factions.
Indeed we'll become the laughing stock in the world, since nowhere else is such a pathetic policy followed.
Increasing the seats is again stupid... firstly since most colleges don't have the infrastructure needed for it, and secondly even if they did the increase is anyways needed by the general society for a long time.... so discontentment is inevitable.
Lol... i do think tht since the youth is already fired up and comparing this with Rang De Basanti... someone mite just take that step.

Yea i mean none of the catholic countries worldwide has banned it.... so y should we !
The viewers can surely decide for themselves if they wanna watch it or not...
As for me... i just can't wait! :)

Thanks and Adios !

I agree...there's something so wrong abt our systems...and what's wrong is the attitude of the politicians who make these stupid decisions.

And for those who think I should be ashamed of talking like this abt my own country, well think abt this...it's one thing to be patriotic but it's altogether a foolish thing to be blind to our own weaknesses that need to be addressed asap.

Have a great weekend Rebbbz!

Have been seeing this in the news and it irritates me everytime they show it and whats worse is the way they are treating the students who are protesting!

Unfortunately to some extent we are the ones responsible for it too..for electing and re-electing such F***** politicians!

The beginning sarcasm could have cut a diamond in half! :D

I don't like the idea of reservation, never have! Recently the most ridiculous quote that I've read on this topic is from Bhujbal who said that if the US has reservations, then why not India?
These politicians are more than half the time screaming about the "bad influence" of the "depraved West", but just to serve their purposes turn around and give such stupid quotes!
This itself should show what hypocrites these people are!

On a lighter note, I'm dying to see "DaVinci Code"! About time it got released!

Kiran ->
Hey Kiran! It's been a loong time... so y have u gone underground from blogging?
Yes Kiran u've got that right.... instead of genuinely doing something for the long-term upliftment of these communities the govt is trying to take an unethical shortcut to ensure their votes in the next elections.
It's pretty obvious tht this is going to be detrimental for relations between these communities.
Thanks n keep blogging!

Keshi ->
True Keshi, the problem is tht the govts wud not hesitate to do anything(even unethical) as long as it attracts votes for them. Of course u don't have to be ashamed of speaking up coz patriotism means thinking of the long-term betterment of ur people, Not ur government.
Thank u Keshi... yea there r quite a few anti-establishment nos tht i had in mind.
Ciao!

Ekta ->
Hello there ma'am....
Yup "irritating" is perhaps the right word to describe the feeling, "helpless" wud be another fitting 1.
True,it seems the police who can't control the mafia and druglords over there r trying to take out the frustration over these students... only they're forgetting tht it's these very doctors tht they might need sumtime in their future!
I agree, the root problem is tht urban and especially young India doesn't bother much about voting,and so obviously they don't matter much to the politicians. But i do hope all this wud change in the next elections.
Adios!

Phoenix_Rises ->
Hehe.... thank u madame!
Bhujbal has gone nuts....to my knowledge no country follows such a stupid policy of reserving seats for a particular community... specially if US started doing this they wud go crazy since tht country has communities from almost everywhere in the world.What they have r sensible welfare programs for the needy based on their economic conditions, not ethnicity.
Hehe true the politicians are living examples of chameleons in disguise, who can anytime change with the direction the wind is blowing.
Hypocrites personified!
Hmmmm same here Phoenix, ever since i read the book, i'd always been imagining how the movie wud be. :)

Hehe... rote hue ko hasana to kafi punya ka kaam samjha jaata hai... glad i cud make u smile despite ur "toothache"!
Thanks@Amazing twist of pen. Wah kya baat hai Sebia jee... Taareef pe taareef^4! Lol...oh so the shifting of the migraine from tooth to stomach explains it :p.

Yes u got tht right Sebia, this decision is bound to sharpen the caste divide in the country.
As for the doctors,do u think the doctors want to deny treating those patients? True they're seen as "messiahs" but at the end of the day they're also humans and they have to get their grievances heard.I'm sorry to hear abt ur cousin but the real culprits in tht case is the legal authority which has passed such draconian laws tht deter any sensible person to help out even a dying person, lest he be caught up in the legal tangle....e.g. in accident cases many people are still scared to take accident victims to the hospital since they wud be stopped and questioned by the police.
So reforms need to be made at a higher legal level to ensure unsuspecting helpful volunteers do not get harassed.
Hehe....no i won't sigh Sebia jee... coz i respect everyone's individual freedom to decide for themselves.
Haha.... yea i think rebel junior just mite be as much of a speed freak as the senior... and surely i'd introduce him here as soon as he enlightens the world! :P
Ah...not to worry... i love giving loong replies to loong comments! :>
TC!!

Deepa ->
Yes i can understand Deepa, from wht i've heard reservations r a lot more common in south india.... it is really sad for the meritorious students.
Yup... ur "guilty" of missing out tht 1!
:)
Ciao!

Shikha ->
Hello there Shikha.... nice 2 see a different opinion....i like healthy debates. :)
Well when i said a "balancing" society, i obviously meant the society tht i've seen and grown up in..... which is the modern urban India. Surely i have never come across an instance where ppl ask the other person's caste before befriending them ..... in fact anyone doing such an absurd thing is bound to be ridiculed and laughed at. I myself had a friend in school who was the son of an IAS officer and a SC, and this thought never crossed my mind. Even though he was a dud at studies, he got through IIT... hence some of tht sarcasm has been drawn from real life experiences.
Now i do not think tht a person like him who already had (much more than) all the amenities and opportunities in life really deserved tht seat.
I agree that the situation is pretty different in the rural areas, but do u think this would be the right solution ?
I feel Gurcharan Das has best portrayed the irony in words....

"There are 265 universities in India, almost all of them under government control. Only about 25 of these are any good. The rest seldom produce an employable graduate.

If government would focus on improving the quality of the 240 bad institutions, it would do more for the millions of OBCs than to throw them a few crumbs in the IITs and IIMs.

If we rapidly increased the supply of good institutions there would be no need for reservations. But this would mean doing hard work, and it's a lot easier to redistribute poverty.

The aim of the govt should be to provide an environment of equal opportunity and free and fair competition.

TC !!

Babushka ->
Hello and welcome!
"making it easier for some people because you underestimate them and their capabilities is discrimination in itself. "
U said it! I'm sure tht these ppl can prove themselves worthy of the open seats as well.... all tht is required is economic support.
Keep visiting!

Shikha said...

The situation is very different in rural and not so rural areas too..and one thing which all protestors dont seem to understand is that financial stability does not point to intellectual stability...and i wouldn't be making this comment if i didnt have firsthand experience:)..believe me,caste based discrimination still takes place(that's why i said you have to ask an OBC,because everyone has personal experiences,sometimes even going to the extent of being asked how a person from the lower caste can have a fair complexion)and if its a girl from a lower catse,then god help her..healthy debates are good but our blog comment window doesnt seem to be the proper medium for it:)

Shikha said...

one more thing..reservations r a lot more common in south indiaand noone seems to have a problem with it..no wonder doctors from tamil nadu are for reservation..and i hope you know that only 5% of TN's population belongs to upper castes

yup dittoo..@ drs are also human..but still..1 life is is more important thn the grievances..in the news paper yesterday i ws seeing sm pics..abt sm old woman..on hospital floor..and her son..begging everybody 2 treat her,,trust me with impressions like tht..who would like..to sympathize with there genuine case?
and abt tht giving quota to lower castes..well..i think govt should..wrk on improving the standards of other universities..and they should be given sm financial aid and stuff..cuz..accept it..ppl frm those minorities and stuff..they arent so financially blessed to get best of education..and tuition and other help..so they cant compete on open grounds..its all like viscious cycle..as they didnt have proper education..in the begining so govt..ws just trying 2 break the cycle..by taking out 1 wrong brick..the cause ws genuine..but the approach was wrong..they should have discussed and taken in to accordance the will of all..instead of just going ahead concentrating on 1 side of the group..
about..rebel junior:P...ahem ahem..yeah will love to be introd to him...waisay rebel senior..cant be as speed freak as im..tht day i stole papas car..and ws checking how far can i defy the winds..went up to 220 only..next time will try a bit harder..:P

Financial stability does not point to intellectual stabilty....(for the perpertrators of discrimination or the victims ? )
In both cases i agree to your point, but for the same very reason i reiterate that how can you be sure tht by "redistributing wealth" among a very small percentage of the downtrodden (assuming tht these seats are not taken up by those in this class who're economically much better-off), the social as well as economic condition of the huge masses wud improve ?
As far as the social discrimination is concerned,isn't this kind of segregation like a provocation for the anti-social and racist elements to further deepen the divide .... especially in the rural areas ?

I'm taken aback by your experience and i feel ashamed to fathom that people with such demented mindsets still exist in our society.

Yes,i did know tht TN has a very small percentage of upper-castes, however that does not alter the validity of my point that there is no body at present to ensure that the benefeciaries of these reservations are the needy and downtrodden and not the already well-off sections from these communities, thereby causing grave injustice to the meritorious and the needy, be it from any of these castes.

True, the blog window may not be the best medium for a debate but hey... we gotta optimise the use of available resources !
:-)

Sebia ->
Well as far as i know, all the emergency departments of all hospitals are functioning, thereby ensuring that patients with critical ailments are being taken care of.
Yes Sebia jee i totally accept the arguement tht there is a need to make them economically stable so tht they have access to all opportunities tht students from well-off backgrounds have. In fact i have been saying this all this while.
But the ideal way to do it would be to ensure free education for them say upto secondary level, waiving off the entrance exam fee, providing free textbooks and even free coaching, and then they should be ready to compete with everyone else as equals!
